At a Glance

  • The second legislative term of the Iraqi Council of Representatives is set to expire in 10 days, on October 31.

  • The 2027 federal budget bill has been delayed and has not yet been submitted to parliament for review.

  • The Iraqi Council of Ministers unexpectedly voted to send the draft budget back to the Ministry of Finance.

Channel8 has learned that the Iraqi Council of Representatives is rapidly approaching the end of its second legislative term, with the critical 2027 federal budget bill remaining stalled in the executive drafting phase. Despite an expected mid-October submission timeline, the legislative session will likely face a mandatory constitutional extension to prevent a fiscal vacuum and allow lawmakers sufficient time to review and pass the state’s financial roadmap.

Key Statements and Focus Area

  • The Iraqi Ministry of Finance had originally scheduled the draft budget to reach parliament by mid-month, but procedural reversals have upended the timeline.

  • In an unexpected move, the Iraqi Council of Ministers officially voted to reject the forwarded project and returned the entire draft bill to the Ministry of Finance.

The cabinet reversal aims to restructure line-item details, implement performance-based budgeting, and secure necessary financial allocations for newly added ministries.

Consequently, the parliamentary legislative recess, initially slated to begin on October 31, will be delayed as legal frameworks mandate an extension of operations until the budget achieves formal approval.

Under the provisions of the Iraqi Constitution, lawmakers possess clear legislative mechanisms to handle budget delays.

According to Article 58, the second legislative term can be formally extended by a presidential, prime ministerial, or parliamentary request, provided the extension does not exceed 30 days.

Furthermore, Article 57 explicitly allows the Council of Representatives to automatically prolong any session in which the federal budget is being actively debated.

Given the scale of the incoming 217 trillion dinar draft, legislative sources indicate it is highly probable that parliament's working period will be extended continuously until the budget is officially voted into law.

FYI

The recent decision by the Iraqi Council of Ministers to return the 2027 budget draft to the Ministry of Finance stems from procedural revisions over how the project was forwarded.

This setback unfolds against a backdrop of friction regarding the Kurdistan Regional Government (KRG)'s financial share.

While Erbil demands a 14.14% allocation based on census data, the draft caps the region at 6.1%, drawing sharp criticism from Kurdish lawmakers over heavy sovereign expenditures.

KRG representatives continue pressing in Baghdad to safeguard regional public sector and Peshmerga salaries from broader political deadlocks.
