Iraq’s Federal Integrity Commission says it has uncovered the manipulation of 56,164 traffic fine receipts and the embezzlement of more than 2.19 billion dinars in Saladin Governorate.
The commission said its Saladin Investigation Office uncovered the cases through an investigation, audit, and comparison of official documents.
In the first case, investigators identified the head of the Fines and Stolen Vehicles Division at the Vehicle Registration and Driving License Complex in the Saladin Traffic Directorate as allegedly responsible for manipulating receipts in his custody. The colonel is currently detained pending investigation.
A judicial team seized the original receipts following an order from the judge of the Saladin Investigation Court specializing in integrity cases. The case is being investigated under Article 315 of Iraq’s Penal Code.
In a second operation, investigators found another colonel had allegedly manipulated immediate fine receipts and fee transfer documents. He is also detained pending investigation.
The commission said three additional officers, including a brigadier general and two colonels, are being investigated over alleged failures to properly audit records of submitted fines. The commission said the failures may have prevented the financial manipulation from being detected earlier.
Official seizure records were prepared for the confiscated receipts, documents, and other evidence in both cases. The materials were submitted to the competent investigative judge for further legal action. Investigations remain ongoing to establish the full circumstances and determine responsibility.
Article 315 of Iraq’s Penal Code concerns the embezzlement or appropriation of public funds by public officials or employees. The Integrity Commission said both operations were conducted under judicial orders and that the cases remain under investigation.
